The South Asia Hub’s technical expertise reflects the Alliance’s regional experience implementing and supporting complex HIV programmes in a variety of different contexts. We have particular experience with HIV programmes for key populations: sex workers; injecting drug users (IDUs)—especially female IDUs; MSM, transgender and hijra populations; orphans and other children affected by HIV/AIDS (CABA); women; and PLHIV. Our implementation experience has provided exceptional capacity to support training in programme management, monitoring and evaluation, financial management, and grant management, with notable expertise on Global Fund grant practices.

The South Asia Hub has also developed capacity on issues related to HIV, such as sexual and reproductive health. Alliance India’s programme supporting PLHIV networks on sexual and reproductive health and rights will utilise the hub for its capacity building work. The hub also leverages the strengths of Alliance Linking Organisations in the region, such as MAMTA (India) in sexual and reproductive health, LEPRA Society (India) in tuberculosis, and HASAB (Bangladesh) on the health needs of young people.

Technical support providers that the hub engages are from typically from the South Asia region and have substantive experience in HIV and health development. They are well versed in the Alliance approach to technical support and use Alliance’s good practice guides and toolkits and other credible resources. This provides clients with technical support that is guided by evidence-based approaches to programming and offers standardisation of tools and methodologies.

Services provided by the South Asia Hub include: active engagement with the client to develop clear terms of reference; sourcing an appropriate consultant or team; quality control (including reference checks) of selected consultants; management of contracts and logistics; consultant supervision; and creation of deliverables that reflect our commitment to excellence. The hub follows a quality assurance protocol that spans the project life cycle from planning through delivery and on to evaluation and follow-up.
